History of Terrell Hills

In the late 1800s, Brigadier General Charles Milton Terrell owned a large chunk of land in Bexar County, Texas near Alamo Heights. In the 1920s, his son, Dr. Frederick Terrell (who served as Mayor of San Antonio in 1901 and who the town is named after), took to selling off the land for residential purposes starting with a sale of 22 acres to a private association called the Terrell Hills Community. The organization would continue to manage the development until it was incorporated as a municipality in 1939.

The town’s history wasn’t without controversy. The City of San Antonio moved to annex Terrell Hills in 1945 without permitting an election in either Terrell Hills or San Antonio. After a hard-fought battle, Terrell Hills was able to successfully block the annexation. In 1957, Terrell Hills adopted a home-rule charter thereby giving them the power of self-government. Today, Terrell Hills has its own city council, mayor, public works office, and police department.
